EU Directive 2010/31/EU is effectively a recast of the EU law that introduced EPCs to Europe. Directive 2010/31/EU strengthens and streamlines current EPC regulations in Europe. 
The Energy Act 2011 was introduced in October 2011. It is intended to provide legislation to enable increased implementation of energy efficiency measures for non-domestic and domestic properties. 
The Scottish Government is currently holding two consultations relating to EPCs.1. To plan implementation of EU directive 2010/31/EU. 2. To establish a Scottish central lodgement system for non-domestic EPCs. 
The Green Deal is to be introduced as a result of the Energy Act 2011. It is intended as a financial solution to low take up of Energy Performance Certificate recommendations. Updated: 01 January 2012
