What is an EPC?

In Scotland an EPC displays the approximate CO2 emissions and energy usage of the building based on a standardised use of the building. The rate is expressed as the CO2 emissions in kg per m2 of floor area per year, and it determines where the building site on the scale from Carbon Neutral to A through G.

Why is an EPC a legislative requirement?

Throughout the UK it is a legal requirement that all ‘conditioned’ non-domestic and domestic buildings* For Sale, Lease or newly constructed require an Energy Performance Certificate (EPC). In Scotland, public buildings in excess of 1,000 sq m require an EPC whilst in England & Wales, a Display Energy Certificate ( DEC) is required for public buildings. A public building includes buildings such as a school, local authority office, library or local authority leisure centre.

By taking a pro-active steps to ensure that a buildings energy rating is optimised then market value can be enhanced.

When marketing to let or for sale an EPC is required

Where a building is to be sold or let the building owner must also make a copy of the valid EPC for the building available free of charge to a prospective buyer or tenant. This could be included with the property particulars.

Energy Performance Certificates in New buildings

EPCs are required for all buildings which are sold or rented out on or after 4 January 2009, including new completed buildings unless the building warrant was applied for before 1st May 2007.

An EPC will rate and provide suggestions to improve the rating of the building.

It is a legal requirement to have an EPC

The requirement for landlords to obtain an EPC is compelling from a legislative and an active management perspective.

In addition to an owner / landlord of a building being unable to sell or lease a building with no EPC the landlord will be exposed to enforcement through financial penalties and criminal prosecution where no EPC is available to a prospective buyer or lessee.
